Legislation seeks to improve Elkhart industrial area

(Feb. 6, 2017) -- House Bill 1155, authored by State Rep. Doug Miller, a Republican from Elkhart, would allow the city to create a Community Revitalization Enhancement District, or CRED, to capture state tax revenue for future improvements in three industrial centers, the Elkhart Truth reported.
