RVIA: USTR Finalizes Section 301 Four-Year Review Actions

EDITOR’S NOTE: The following is a News & Insights report by the RV Industry Association (RVIA).

On Friday, Sept. 13, the United States Trade Representative (USTR) finalized tariff actions stemming from those proposed in May following publication findings of its statutory Four-Year Review of Section 301 actions on China.

The simultaneously announced USTR decision follows the long-awaited conclusion of the Statutory Four-Year Review of Section 301 China actions they initiated in May 2022 and included several public comment periods. The key conclusion of these concurrent actions is that Section 301 China tariffs will remain in place for the near future. 

USTR also decided to NOT exempt l-ion batteries (HTS 8507.60.0020) from a tariff increase slated for 2026 following hundreds of comments submitted explain their vast use by all Americans across the county. Other key actions include: 

  • Increasing Section 301 tariffs on China-origin products in certain strategic sectors including electric vehicles (EV), EV batteries, solar cells and wafers, face masks, needles and syringes, critical minerals and steel and aluminum beginning Friday, September 27, followed by increases on other products, as detailed in the announcement by HTS code, in 2025 and 2026 on January 1 of the corresponding year.
  • Exempting Ship-to-Shore cranes ordered before May 14, and enteral syringes from increased tariffs;
  • Modifying proposed exclusions for certain solar manufacturing equipment.
  • Stating intent to propose shortly through a separate announcement and request for public comment, tariff increases on certain tungsten, wafers, and polysilicon products;
  • Publicizing the final list of eligible HTS codes for possible exclusion in a forthcoming, separately announced product exclusion process narrowly focused on machinery used for domestic manufacturing which includes the originally proposed 312 subheadings (found HERE) under Chapters 84 and 85, and adds the 5 additional subheadings for machinery used to physically alter goods in the manufacturing process listed below:
    • 8421.21.00 (Machinery and apparatus for filtering or purifying water)
    • 8421.29.00 (Filtering or purifying machinery and apparatus for liquids, nesoi);
    • 8421.39.01 (Filtering or purifying machinery and apparatus for gases, other than intake air filters or catalytic conv. for internal combustion engines);
    • 8428.70.00 (Industrial robots); and.
    • 8443.19.30 (Printing machinery, nesoi). 

Together, the action on 301 tariffs and de minimis show that both Congress and the Administration agree on both the need to strengthen protective measures to combat China and urgent need for significant reform of de minimis. PleasureLand Conserves Habitat in Memory of Justin Pearson

ST. CLOUD, Minn. – Pheasants Forever is celebrating a generous donation from PleasureLand RV Center and the Dan Pearson Family in memory of Justin Pearson, a dedicated upland hunter and conservationist who passed away in 2006. The contribution, which was gifted during the organization’s now complete Call of the Uplands Campaign, has been utilized to fund a trio of mission priorities in Minnesota, according to a press release.

“The memory of Justin Pearson, including his love for the outdoors, will exist in perpetuity thanks to the vision of his family and a company who understand the incredible values and healing properties of being immersed in nature,” said Eran Sandquist, director of Conservation Delivery for the Midwest region. “This gift is impacting thousands of acres, landowners, and Pheasants Forever program participants through outreach and education, extending the impact to every corner of Minnesota.”

The donation from PleasureLand RV Center and the Pearson Family also acknowledges the life and benevolence of the family patriarch, Dan Pearson, who passed away in late September 2023. Remembered by his friends and family as a humble soul who gave generously to worthy causes, Pearson lived a life of service to his community.

“I can only imagine Dad (Dan) and my brother (Justin) are smiling and walking together through a field somewhere, knowing that their influence is helping thousands of outdoorsmen and women do the very same thing across Minnesota,” said Whitney Pearson-Curtis of PleasureLand RV Center. “Outdoor recreation was important to my dad and brother and is one of the core values of Pleasureland RV Center; it’s an honor to contribute to Pheasants Forever’s work in this space on behalf of our family members.” 

The legacy of Dan and Justin Pearson will live in perpetuity thanks to contributions from the family, helping secure the following projects and initiatives in the state of Minnesota:

  • The Justin V. Pearson Memorial Tract at Powers Lake Wildlife Management Area in Meeker County adds 267 acres of access to the existing complex. The tract includes 160 acres of grassland restoration in a core grassland bird conservation area, just 50 miles from the western suburbs of the Twin Cities.
  • The Pearson Family donation helped secure the 280-acre Wendland Waterfowl Production Area as an addition to Beyer WPA, which includes 80 acres of potential grassland restoration and permanently protects 144 acres of grasslands.
  • This gift also assisted the expansion of PF’s private lands biologist team allowing the organization to improve more than 40,000 acres and work with more than 4,000 farmers on voluntary conservation programs.

Additionally, Pheasants Forever has long maintained a goal to increase education and outreach initiatives in Minnesota – the Pearson Family donation helped advance the delivery of this programming focused on getting new people, both young and old, into the outdoors.

RVshare Announces 2024 Campers’ Choice Award Winners

Heartland to Debut 20th Anniversary Bighorn at Open House

A 380-watt solar package includes two 190-watt solar panels, a 30-amp charge controller, and a 2000-watt inverter to provide easily accessible, renewable energy. The tankless water heater can produce 144 gallons of hot water per hour for on-demand hot showers.

To create a smooth towing experience, Bighorn models include Goodyear endurance tires, a tire-pressure monitoring system, 7,000-lb axles, a high-performance rubberized suspension system, and a Helux upgraded coil spring pin box. The Titan six-point hydraulic leveling system makes it easy to get set up at a campsite, and campers can access the docking and utility center inside the generous Stor-Mor storage compartment.

Each coach features a striking tinted black glass entry door and tinted frameless windows. Step- above folding steps provide a secure entry, and a telescoping full-length grab handle offers assistance on the stairs for anyone who needs it. The aerodynamic front cap includes an LED light bar and the industry’s largest windshield, and underframe lighting gives the RV an inviting glow after the sun sets.

Inside, floor plans feature 76-inch tall slide ceilings, flush-floor slides, and pet-friendly ductless floors. Hardwood cabinetry and slide fascia add a natural touch to the interior decor, and dimmable LED strip lighting can create the right ambiance for every mood. Premium furniture in the living areas gives campers a plush space to enjoy the 55-inch smart TVs and ceiling- mounted Bluetooth speakers. Plus, campers hosting guests for dinner or working remotely will enjoy the combination bar, desk, and dinette.

Dimmable LED strip lighting adds ambiance, while the smart bed base includes bedside CPAP storage with 110V outlets. Beneath the bed, finished storage offers ample room for linens, blankets, or seasonal clothing.

In the bathroom, a residential mirror, sconce lighting, and solid surface countertops create a luxurious feel. The one-piece fiberglass shower is enclosed by sliding glass doors, and a high- end residential shower head with body sprays offers a spa-like experience. Adding to the premium feel, Bighorn models feature porcelain toilets and a linen closet with enough space for fresh towels to accommodate guests.

In the kitchen, a 16 cu. ft. 12V refrigerator and illuminated full-length pantry ensure plenty of storage for longer adventures. A dedicated bar area is perfect for wine, coffee, or beverages, and a pullout trash can is tucked neatly inside a cabinet. The oversized copper sink lends a touch of richness, while a residential pullout faucet makes cleanup easier. Hidden under- mounted cutlery storage is just one of the many thoughtful details that reflect the all-new Bighorn’s commitment to clever design and practical luxury.

RVIA’s Rocci on GSP Renewal: ‘We Need Congress to Act’ 

Washington, D.C. – The Outdoor Recreation Roundtable (ORR) hosted a critical virtual briefing (see recording above), gathering industry leaders to discuss the impacts of U.S. trade policy on the $1.1 trillion outdoor recreation economy, according to a release. This event comes as trade uncertainties pose increasing challenges to one of the most vital sectors of the American economy, which supports over five million jobs and is a significant contributor to national economic, mental and physical well-being. 

Outdoor recreation is booming, with participation reaching record levels. However, industry stakeholders emphasized that growth is threatened by ongoing trade disruptions and the expiration of essential trade programs, such as the Generalized System of Preferences (GSP). The briefing featured insights on how to stabilize trade environments to ensure the continued growth of this uniquely American industry. 

Jessica Wahl Turner, president of ORR, opened the briefing by stressing the importance of maintaining a favorable trade climate for outdoor recreation companies to thrive. “Without immediate action to address current trade policy challenges, we risk stalling one of the strongest economic sectors that has experienced significant growth in recent years. The panel, moderated by Charles Cooper, founder and managing partner of the Brumidi Group, included distinguished leaders from across the outdoor recreation space:

  • Marc Berejka, Divisional Vice President, Community Advocacy & Impact, REI 
  • Callie Hoyt, Vice President of Government Relations, National Marine Manufacturers Association 
  • Glenn Hughes, President, American Sportfishing Association 
  • Jennifer Naeger, Vice President & General Counsel, Trek Bicycle Corporation 
  • Samantha Rocci, Director of Federal Affairs, RV Industry Association 

Panelists detailed the economic and operational challenges facing their organizations and businesses as a result of ongoing trade uncertainty. They called for the retroactive extension of the GSP, which expired in 2020, and shared how its renewal could provide much-needed relief for manufacturers and outdoor recreation businesses alike. 

“Trade policy uncertainty is making it difficult for companies like ours to deliver on long-standing U.S. goals of moving overseas production to help developing countries,” said Marc Berejka of REI. “A retroactive extension of the GSP would go a long way in alleviating this pressure and, at the same time, would support small and medium-sized businesses operating across the sector.” 

“Recreational marine manufacturers rely on free and fair trade and a stable business environment to stay competitive and to bolster the more than 812,000 jobs our industry supports,” said Callie Hoyt from the National Marine Manufacturers Association (NMMA). “The U.S. recreational marine industry is uniquely American, in which 95% of recreational boats sold in the U.S. are made domestically, and 93% of boat manufacturers are small businesses. Our industry supports trade policies that foster fair and open market access, rather than unpredictable tit-for-tat tariffs. We advocate for a comprehensive U.S.-China trade policy that provides stability for domestic businesses while addressing critical issues in a targeted, modernized way.” 

As the outdoor recreation industry seeks to diversify its supply chain beyond China, panelists also discussed how recent tariffs have hurt companies because of the many difficulties associated with moving manufacturing. Glenn Hughes from the American Sportfishing Association stressed the importance of fairness in the marketplace, ensuring companies across the globe are on the same playing field and paying their fair share of the associated duties and taxes. 

The event included a discussion of the opportunity costs of congressional inaction. “Failure to act on the retroactive renewal of GSP will have ripple effects throughout the economy, with rising costs affecting businesses, workers, and outdoor enthusiasts alike,” emphasized Jennifer Naeger of Trek Bicycle Corporation

Samantha Rocci of the RV Industry Association highlighted the broader implications of the GSP program. “GSP has historically helped reduce costs for businesses and consumers alike. Its expiration has compounded challenges like supply chain disruptions and high-interest rates. We need Congress to act now.”
