Owner surrendered dogs rescued from hot RV

(July 21, 2015) -- A Hawkins County, Tenn., man who allegedly left two dogs in a hot, filthy camper last week with no water won’t be charged, although he did agree to surrender the dogs which were adopted by a neighbor.
