More Hongkongers Eye RVs as Camping Popularity Grows

Hongkonger Garrick Tang is eagerly awaiting the delivery of a camping vehicle he bought in Guangzhou last month, as he is planning a road trip to Tibet in his new mobile home, according to a report at SCMP.com.

The 49-year-old property agency owner is among members of the city’s small but growing shachuhaku circle – enthusiasts who transform their vehicles into compact living spaces, complete with beds, cooking facilities and more.

Shachuhaku, a Japanese term which means “vehicle living”, distinguishes itself from traditional camping. Unlike campers who pitch tents, those who take up shachuhaku take pride in converting their vehicles into fully functional mobile homes.

Tang’s journey began five years ago, when he installed a simple makeshift bed in his seven-seater Toyota Alphard. It was a modest modification compared with those made by hardcore shachuhaku enthusiasts, but it was enough.

His camping vehicle allowed him to go on scenic trips around Hong Kong during his breaks and became a sanctuary that helped him beat his boredom when travel restrictions were imposed in the city during the Covid-19 pandemic.

How Outdoor Businesses Can Advocate for Climate in ’25

2025 will bring a host of changes to the United States’ climate policy landscape, according to a release from the Outdoor Industry Association (OIA). A new presidential administration will enter the White House, with more conservative views on climate than the current Biden administration. The 119th Congress will be sworn in on Jan. 3, with Republican majorities in the Senate and House of Representatives.

These transitions portend some changes for federal climate policy. It is likely that the Trump administration will be less supportive of climate policies than the Biden administration. The Trump administration has also threatened to roll back federal climate and environmental policies, including the landmark Inflation Reduction Act (IRA). The unknowns: How successful will the Trump administration be in rolling back said climate policies? Will the Trump administration be able to effectively gut the IRA?

Despite these dynamics, there are still many opportunities for the outdoor industry to advocate on behalf of climate policies to protect the areas we all depend on for outdoor recreation. These include:

Focus on the States

While it is unlikely that the Trump administration will support federal climate policies, many states are pursuing aggressive climate agendas. California has enacted some of the country’s most progressive climate policies, including the Climate Corporate Data Accountability Act (SB 253), the Climate-Related Financial Risk Act (SB 261), and the Responsible Textile Recovery Act (SB 707). Other states like New York and Washington are expected to introduce climate bills in 2025. New York will likely reintroduce the New York Fashion Act (A4333), and Washington State will likely reintroduce its own version: the Washington State Fashion Sustainability Accountability Act (HB 2068). While both acts failed to gain momentum in either state’s legislature in 2024, proponents of the bills hope that they will gain more traction in 2025. OIA Members have the opportunity to advocate on behalf of policies at the state level that will advance the industry’s broader climate goals, and to ensure that the legislation that’s introduced is realistic and attainable for industry compliance.

Defend Federal Policies

While it’s unlikely that new federal climate policies will be enacted, the industry can coalesce around protecting existing policies. An example of this is advocating on behalf of the Inflation Reduction Act (IRA). Outdoor businesses – particularly those located in red states – can testify on behalf of their local communities on the benefits received from the IRA, and stress the bipartisan and infrastructure benefits of the IRA.

Look Abroad

Like the States, foreign nations continue to advance climate policies that impact American businesses. Europe’s Green New Deal has far-reaching impacts on global business operations. Other countries such as Canada and Australia have also been ramping up their climate policies.

Recognize and Leverage the Industry’s Power

The outdoor industry is a 1.2 trillion-dollar force. Despite partisan politics, the outdoor industry has a strong voice and can leverage our market share to continue to advocate for policies that protect our outdoor spaces for generations to come. We can and must stress to all legislators: our business vitality depends on climate action.

RV Education 101’s Mark Polk on Frigid Weather’s Impact

Mark Polk

EDITOR’S NOTE: RV Education 101, the longtime education resource for RV consumers founded and operated by Mark and Dawn Polk, recently published its January 2025 newsletter. Below is Mark Polk’s introduction to the issue.

Welcome back & Happy New Year!

I don’t know what 2025 has in store for us, but one thing is certain, we plan to spend more time camping than we did in 2024.

The weather report is calling for some extreme cold temperatures beginning this weekend and going into next week, so don’t miss this month’s featured article below.

Wishing everybody a safe & happy 2025.

Enjoy the newsletter, and as always if you have family or friends who like RVs and the RV lifestyle please share with them too.

This Month’s Featured Article: The After Effects of Frigid Temperatures on Your RV – What You Need To Know & Do

This article was written with three objectives in mind:

  1. To inform you what can happen when your RV is exposed to extreme cold temperatures.
  2. To suggest what you should inspect and do to the RV after the frigid weather and before your next camping trip.
  3. To suggest some preventive maintenance to help prevent this from happening to your RV again.

In January 2019 we experienced a deep freeze, or what is known as a polar vortex in regions around the country. Wind chills were predicted to be minus 40 to minus 65 degrees in some areas with low temperatures ranging from minus 12 to minus 40 degrees. The frigid conditions wreaked havoc on everything in its path. When polar vortex-type weather is headed where you live, your priorities are focused on life safety, and things like automobiles and RVs are put on the back burner. Now, the polar vortex has come and gone and it’s time to see what it left in its wake.

Ingrassia: Election Shifts Outlook on Legislative Issues

EDITOR’S NOTE: The following column by Phil Ingrassia, president of the RV Dealers Association (RVDA) was originally published in the December issue of RV Executive Today. It is reposted here with permission.

November’s election brought some significant shifts to the legislative and policy landscape for the RV industry and all of outdoor recreation. A renewed effort to enact the Travel Trailer & Camper Tax Parity Act, the EXPLORE Act*, proposed actions related to motor vehicle emissions, and tariffs are all topics that could have significant impacts on RV dealers, manufacturers, and consumers.

*Editor’s Note: Congress passed the EXPLORE ACT in mid-December (See: “RVIA, RVDA, ORR Celebrate Passing of EXPLORE, Camper Acts”).

Travel Trailer & Camper Tax Parity Act

One of the most pressing legislative actions in the RV industry is the Travel Trailer & Camper Tax Parity Act, which seeks to level the playing field between RVs and other types of motor vehicles in the eyes of federal tax policy. This bill is strongly supported by the RVDA and RVIA, both of which are advocating for Congress to act swiftly. Under current tax rules, the floorplan interests for travel trailers are taxed differently compared to motor vehicles, even though they serve similar recreational purposes. This disparity results in an unfair tax burden for some RV dealers. The Travel Trailer & Camper Tax Parity Act aims to correct this imbalance, ensuring RV trailer floorplan interest is taxed in the same manner as other motor vehicles – reducing the financial burden on both dealers and consumers.

The EXPLORE Act: Boosting Outdoor Recreation Opportunities

Alongside tax parity, another key initiative gaining traction is the EXPLORE Act, a piece of legislation that aims to expand access to outdoor recreation opportunities on public lands. Supported by various stakeholders within the outdoor recreation and RV industries, including the Outdoor Recreation Roundtable, RVDA and RVIA, the legislation would enhance the availability of campsites, improve roads and trails, and modernize the overall infrastructure on public lands.

Trump Administration Action on Motor Vehicle Emissions

A significant and somewhat uncertain issue for the RV and broader automotive industry is the outlook for potential changes in motor vehicle emission standards under the incoming admin- istration, particularly considering the Trump Administration’s past approach to emission regulations. During its previous tenure, the Trump Administration sought to roll back stricter vehicle emissions standards that had been set under the Obama Administration. The rollback included both fuel economy standards for light- duty vehicles and greenhouse gas emissions rules that were seen as essential for tackling climate change. However, with the transition to a new administration, the future of these policies is in flux. Fuel efficiency and emissions requirements have contributed to the develop- ment of electric motorhomes or hybrid RVs prototypes, but they are only prototypes at this point. The balance between environmental concerns and the economic feasibility of these technologies will remain a key consideration for manufacturers.

Tariffs: Potential Impacts on RV Manufacturers

Tariffs have long been a point of contention in global trade, and the incoming administration has signaled it will potentially revise tariff policies that could impact the RV industry.

Over the past few years, tariffs on materials such as steel, aluminum, and other components have affected RV manufacturers as well as suppliers. The RV industry will be looking closely at how the new administration and Congress approach various trade agreements as manufacturers and suppliers work to make the material and component parts supply chain as efficient as possible.

As the RV industry looks to the future, it faces a host of challenges and opportunities in legislative and policy circles. From tax parity for travel trailers to increased access to public lands for outdoor recreation, the potential for positive change is significant. Organizations like the RVDA and RVIA are playing a vital role in shaping these discussions, working to ensure that policies support the growth of the RV sector while balancing environmental and economic factors. The coming years will likely see ongoing debates and potential policy shifts, but with strong advocacy and continued engagement, the RV industry can position itself for success in an evolving landscape.

Thanks for your support!
