La. is trashiest state in America, parks director says

(April 14, 2017) -- "I'm convinced we're the trashiest state in America," Robert Barham, assistant secretary over state parks for Lt. Gov. Billy Nungesser, testified during a budget hearing in the Capitol this week. "We should hang our heads in shame when Arkansas and Mississippi are cleaner than Louisiana."
