(Nov. 23, 2011) -- On Monday, the Norwich City Council approved a preliminary settlement with Thayer Marine and RV owner Richard “Dick” Thayer Sr., over claims that his business has been devalued through the ongoing construction of a transportation center just feet away, reports the Norwich Bulletin.
